On 3rd December 2007 an outline planning application for development of a 58 acre site was submitted to Anglesey Council to provide floorspace consisting of Class A1 (Retail), Class D2 (Leisure), Class A3/A5 (Restaurants & Hot Food Take Aways), Class D1 (Crèche), B1 (Offices) & D1 (Education) together with ancillary facilities, car parking, landscaping and construction of a new vehicular and pedestrian access and full plans for the erection of Class D2 (Leisure) & Class A3 (Restaurants & Hot Food Take Away) on land at Ty Mawr, Llanfairpwll off the A5025 Benllech road, adjacent to Junction 8 of the A55 Expressway and Britannia Bridge. The proposal was heard by Anglesey Council's Full Committee of 5th December 2008 however we understand a motion was put forward to dispense with Full Council Committee Rules and to hear the application proposal under "Planning & Orders Committee rules" although this is not confirmed despite requests for meeting minutes and of the actual audio recording of the committee deliverating. Accordingly, the planning application was refused by 15 votes to 14 however under the "Planning & Orders Committee Rules" because the proposal had the planning officers' recommendation to approve and the committee decision was against then there is a months' cooling off period and the application is represented before Committee. The proposal was duly heard by Anglesey Councils' Full Committee on 30th January 2009 and was approved by 19 votes to 13. There was no facility put in place by Anglesey Council to allow public speaking which was disappointing.
